Accessibility statement - oulu.fi online service
The University of Oulu’s oulu.fi online service is subject to the Act on the Provision of Digital Services and the European Parliament and of the Council directive (EU) 2016/2102 on the accessibility of the websites and mobile applications of public sector bodies, which require public online services to be easily accessible in accordance with the AA level of the WCAG 2.1 criteria. Their requirements apply to the oulu.fi online service as of September 23, 2020.
Preparing the accessibility statement
This statement applies to the accessibility of the University of Oulu’s www.oulu.fi online service (oulu.fi/fi and oulu.fi/en) and continuous learning (joy.oulu.fi/fi and joy.oulu.fi/en). The statement was created on 21.9.2020 and it was last updated on 30.1.2024. The accessibility of the online service has been assessed by the University of Oulu and audited by an external expert organisation in May 2022 (with the exception of the attachments linked to the online service).
Accessibility status of the online service
The oulu.fi online service meets the WCAG 2.1 AA accessibility requirements in part.
We actively consider accessibility in the development of the online services and the identified failings in accessibility are being corrected. The aim is to correct the majority of the failings in 2022. This statement will be regularly updated to reflect the corrections made.
Content and/or functions of the website, which are not in compliance with the requirements
In general, the service includes files that do not meet the accessibility requirements.
1 Perceivable
1.1 Text Alternatives
1.1.1 Non-text Content (A)
Decorative images are incorrectly marked with <none>, and that is why images marked in this way are shown to screen readers.
Text alternatives of the images may also be unclear.
In some areas of the web service, the language of the alternative text of images is different from the page’s language. This may occur, for example, on pages that are each other’s translations and the translated pages have been made using the same image.
There are image elements of the pages without content.
Throughout the site, many icons are transmitted to screen readers without descriptive alternative text.
1.2 Time-based Media
1.2.1 Audio-only and Video-only (Prerecorded) (A)
Embedded iFrame podcasts are missing the alternative texts.
1.2.2 Captions (Prerecorded) (A)
Some of the time-based media linked or embedded to the online service is missing captions.
1.2.3 Audio Description or Media Alternative (Prerecorded) (A)
There are omissions in the media alternatives and audio descriptions of some of the embedded videos added to the online service. There are no captions or they cannot be listened to. The captions may be missing the visually displayed texts.
1.3 Adaptable
1.3.1 Info and Relationships (A)
In some content in the web service, the headings jump over the heading levels or the headings are not in a hierarchical order (H1-H2-H3-H4).
There are empty elements on the pages, such as heading and list elements (<ul>), that do not contain any list units (<li>).
Table header rows are not table header rows. In addition, a table has been incorrectly used for image arrangement in some contents.
1.4 Distinguishable
1.4.1 Use of Colour (A)
On the continuous learning contents (JOY), the difference between the menus is only indicated with colour.
1.4.3 Contrast (Minimum) (AA)
The web service uses visual elements with colour combinations that do not fulfill the minimum requirements for contrast. Insufficient contrast is used in the status visualisation representing the progress of forms.
Videos include elements that do not meet the minimum requirements for contrast.
1.4.4 Resize text (AA)
Contents in the navigation and user interfaces do not remain easily perceivable if the text is zoomed in to 200%. The contents do not fit to their designated space or they take up too much room in small breakpoints.
At the moment, capitalised words cannot be hyphenated in browsers.
1.4.10 Reflow (AA)
In smaller breakpoints and in the mobile version, a table that has been added to some content continues outside the browser window.
2 Operable
2.4 Navigable
2.4.2 Page Titled (A)
The thesis listing page and its English translation’s page have the same non-descriptive page heading ‘Thesis’ in the metadata of the pages.
2.4.3 Focus Order (A)
After opening the menu in the mobile menu of the continuous learning contents (JOY), backwards with the keyboard to access the menu links.
In the third-party Cookie Information add-on in some situations, opening the main menu takes the focus to Cookie Information’s settings selection before the menu links. This is not clearly visualized, so this is also problematic for sighted keyboard or screen reader users. In addition, the link that opens the previous menu level is targeted before the title on the left side of it, which is illogical.
2.4.4 Link Purpose (In Context) (A)
There is a link to the main site of the University of Oulu in the header of the continuous learning contents (JOY), but the link heading is not read to the screen reader.
There are empty links in the contents of the online service.
2.4.6 Headings and Labels (AA)
There are mutually identical headings in the content accordions.
On the continuous learning contents (JOY) there are two menus, both named "Menu" and the main menu visually named University.
2.5 Input Modalities
2.5.3 Label in Name (A)
There are technical implementations in various site-wide liftups where the component name does not contain text that is visually visible. In such cases the screen reader cannot access all the content. This occurs, for example, on the Continuous Learning (JOY) Mikroyrittäjyys online studies page.
3 Understandable
3.1 Readable
3.1.2 Language of Parts (A)
The web service includes contents with no word-level indication of the language, which is different from the programming language of each whole page in question. For the time being, this is not possible in all the elements due to technical and/or language selection aspects (Saami languages). This can be seen, for example, on the page sharing practical issues on traineeship.
The web service also includes individual user interface texts that have not been translated into Finnish.
3.2 Predictable
3.2.3 Consistent Navigation (AA)
The operating logics of navigation on the continuous learning subsite (JOY) is not consistent with the navigation logics of the main site when it comes to small breakpoints.
3.3 Input Assistance
3.3.1 Error Identification (A)
The error message for not having entered a mobile phone number when filling in a form is not read by the screen reader and the focus does not move to the field in question.
3.3.2 Labels or Instructions (A)
The entry form required in the field for entering a mobile phone number is only indicated in the placeholder text that disappears when starting to write.
The country selection of the mobile phone number field is not conveyed to the screen reader in a timely manner.
The required fields in the forms are marked with an asterisk (*), but the meaning of the asterisk has not been explained.
Instructions for the attachments at the end of the form have not been connected to the attachment fields with the help of aria labels, for example on page https://www.oulu.fi/fi/hakulomake-integratiivinen-yksilopsykoterapeuttiko….
3.3.3 Error Suggestion (AA)
The error message of the mobile phone number field is not read by the screen reader.
Robust
4.1 Compatible
4.1.1 Parsing (A)
There are identical values, for example, in the ID attributes of icons, i.e. they are not unique.
Aria-label contents are unlocalised or broken.
Wrong elements have attributes.
4.1.2 Name, Role, Value (A)
There are no headings in the iFrame element of the video and podcast players provided on the site.
4.1.3 Status Messages (AA)
In the search implementation, the search result update is not indicated to the screen reader.
The use of filters is not indicated to the screen reader, for example on the continuous learning contents (JOY) themes page.
When selecting a value in the ‘Sinulle’/‘For you’ element form, the change is not conveyed to the screen reader.
