Quality Management System for the Use of ICT in University Education
The use of the information and communication technologies (ICT) in university education has increased in the last decades based on the development of the technologies. During the COVID-19 pandemic era the use of the ICT grew up significantly based on the real needs. In this research the question is about the quality issues in connection of the ICT in university education. The research is based on the Total Quality Management (TQM) paradigm where the basic assumption is that quality in products and services can be achieved with quality processes and these are performed according to a specified management system. Especially this research examines university operations so that high quality processes are to be used and continuously developed. This is made possible with good quality management system. With this assumption the first research question is about the applicability of a quality management system with the application of the ICT in university education. This work uses term eLearning which means the utilization of the ICT in university learning and teaching processes. These processes include also the support processes provided by the university.
The research follows the constructive research principles. In general, constructive research is used to produce an innovative result to a real life problem or to bring a new opportunity. The research method is linked to existing scientific knowledge and the research process produces new theoretical and practical information.
This research has three parts. The first one is a literature survey where the focus has been in research of the quality aspects in university eLearning. In the second part the constructive research has been used to produce the structure and content of the quality system. In the final part the quality system has been assessed in various European universities together with the relevant quality assurance organisations.
The research has produced a systems consisting of
• quality of the management
• quality of the processes
• quality of the products
• quality of the services.
This research produces new theoretical and practical knwoledge to manage quality in university eLearning activities.
