If you have been granted the University of Oulu Scholarship, you may check the scholarship details for each programme at the Scholarship web page.

Study carefully the terms and conditions of your scholarship offer and remember to act accordingly throughout your studies.

University of Oulu Scholarship terms and conditions

Please note that if you have not been admitted the University of Oulu Scholarship for your first year of studies, you will not receive it for the rest of your studies either.

1. Scholarship type

University of Oulu scholarship covers a part of the tuition fee in the international Master’s and Bachelor’s programmes. University of Oulu Scholarship 2025-2026 does not cover living nor travelling costs. All students are required to finance these costs themselves. Students successful in obtaining University of Oulu Scholarship will be notified at the same time as their offer of admission to their international programme is confirmed. Students must confirm their acceptance of the offered scholarship by accepting the offered study place (confirmation of study place) on My Studyinfo website. The confirmation of study place must be done in My Studyinfo no later than 10 July 2025. When the applicant receives a conditional offer of study placement for an international programme, the scholarship offer is also conditional. The applicant must submit their final education degree documentation before receiving the final confirmed study placement and University of Oulu Scholarship offer. If the educational documentation has not arrived at the University of Oulu by the prescribed time, the student will forfeit the scholarship.

2. Eligibility and scholarship decision

Tuition fee is charged from the non-EU/EEA students studying in the English degree programmes and who do not hold a Finnish residence permit that gives the exemption from tuition fees.

The exemption from the tuition fee is given in the following cases:

Citizens of EU/EEA countries or Switzerland or the family members of such persons who have a residence card for a family member of an EU citizen in Finland
permanent (type P) residence permit in Finland or the family members of such persons who have a residence card for a family member of residence permit P holder in Finland
a long-term resident’s EU residence permit for third-country citizens (type P-EU permit) in Finland
a residence permit based on temporary protection
an EU Blue Card in Finland
Right of residence under the withdrawal agreement (Brexit residence permit)
continuous (type A) residence permit in Finland IF it is granted on the basis of employment AND if the applicant’s first residence permit in Finland was not granted on the basis of studies
continuous (type A) residence permit in Finland based on family ties IF the first residence permit of the family member was not granted on the basis of studies

The residence permit status granted by the Finnish Immigration Services allowing exemption from tuition fee must be valid on August 1, 2025. If the residence permit status changes, the student must immediately contact the Academic Affairs. Prospective students who are liable to pay tuition fees are eligible to apply for the scholarship. The selection criteria for the University of Oulu Scholarship are based on previous academic performance and academic potential. No appeal may be lodged against a university decision on scholarships (Universities Act 558/2009 § 84).

3. Duration and study progress

University of Oulu Scholarship is tied to one specific international programme and the normative duration of studies of that programme (2 or 5 academic years). To retain University of Oulu scholarship in the following year of study, a student must have completed 60 ECTS by the end of the academic year. If a student does not achieve this requirement, they will be liable to pay the full tuition fee if they wish to complete the international degree programme. University of Oulu Scholarship is granted for the academic year specified in the admission letter, but if the student do not start their studies and are therefore not using the scholarship either, it is renewable if the student starts studies at the University of Oulu later.

4. Termination of scholarship

The University of Oulu must be notified immediately of any change in a student’s status such as nationality / citizenship and type of residence permit. A change in the student’s status can only affect future liability regarding the University of Oulu tuition fee. University of Oulu Scholarship shall be terminated if the student’s residence permit status is changed so that the student is no longer required to pay tuition fee. The scholarship shall also be terminated if the student announces that they will give up their study right. University of Oulu Scholarship may also be terminated in the following situations:

The student acts dishonestly when applying for the scholarship for example by presenting false information
The student fails to abide by the scholarship terms stated in this document.

Termination of the University of Oulu Scholarship does not affect the student’s right to study. Termination of the scholarship does, however, imply full tuition fee liability. If the student wants to continue degree studies in the programme, they must pay the tuition fee in its entirety.

University of Oulu tuition fee

If a student does not receive the University of Oulu Scholarship for the academic year, they will be liable to pay a full tuition fee.

Students starting their studies in 2025 must pay the tuition fee in one instalment by the deadline. Continuing students have a possibility to pay the tuition fee payment either in one instalment by the end of August or in two instalments of which the first instalment is paid by the end of August and the second instalment must be paid between 1st December and 30th January.
The tuition fee is an academic fee and thus covers the costs of tuition. The tuition fee does not cover living costs such as accommodation, meals, and transportation. All students are required to finance their own living costs.

All students must pay the Student Union fee; the fee is not included in the tuition fee. Students who have been awarded with the University of Oulu Scholarship are also liable to pay the Student Union fee as part of their registration to the University.
If a student fails to pay the tuition fee, the right to study will be suspended until the University has received the payment. All outstanding payments must be paid before a student can graduate.
A student who has not been awarded the University of Oulu Scholarship and who participates in an exchange programme via the University of Oulu is liable to pay the full tuition fee for their studies abroad.
A refund of tuition fees can be made if a student has been granted a legally approved leave from studies (for example because of illness or maternity leave).
